Never Too Late: TN Military Legislative Director is Earning His MPA Online

Life is full of responsibilities—careers, families, and the constant demands of daily life. For many adults, returning to school can feel like an impossible dream. But Brian Celatka, a Lieutenant Colonel in the Tennessee National Guard and a dedicated public servant with more than 40 years of experience, is proving that it’s never too late to pursue your goals. Through the flexibility of Vols Online at the University of Tennessee, Knoxville, he’s earning his Master of Public Administration while continuing to serve his community.

Brian is currently the Legislative Director for the Tennessee Military Department, where he develops policies for the Tennessee Army and Air National Guard, the Tennessee Emergency Management Agency, and the Tennessee State Guard. His days are busy with high-stakes decisions, managing teams, and balancing others’ needs. Despite his demanding career, Brian chose to return to school because he believes in the power of growth and the importance of becoming better—not just for himself, but for the people he serves. As he puts it, “The Volunteer spirit is one that aligns with what I believe – serving others while striving to ‘Be Part of the Solution.’”

Service members like Brian often face unpredictable schedules and unique challenges, but with a reliable internet connection, they can pursue their educational goals from anywhere in the world. The journey has been challenging—adding graduate coursework to an already-full schedule required discipline, humility, and a clear sense of purpose. “The fact that the program is delivered in an asynchronous online format allows me to meaningfully engage with faculty and classmates while balancing family and work responsibilities,” he says. “The faculty create a learning environment that pushes me to think outside the box and through a different lens than I may be used to.” Even though he won’t graduate until 2027, Brian has already begun applying what he has learned in the online MPA program to his everyday work.
